Invitation to Participate in Survey on Digital Credentials and Skills Portability

The Skills Portability Initiative aims to make it easier for organisations that issue or award qualifications and learning credentials to provide records of learning that can be understood, verified, and used across the EU. It covers qualifications obtained both within EU Member States and in non-EU countries, with the objective of improving cross-border recognition, trust, and mobility.
The European Commission is carrying out a study in support of the impact assessment of the Skills Portability Initiative (SPI), implemented by Ecorys and its partners.
As part of this work, a EU-wide survey is targeting organisations that issue, award, validate, or oversee qualifications and learning credentials (such as education and training institutions, professional and regulatory bodies, qualifications agencies, and employer-based training providers).
The survey specifically targets organisations that issue, award, validate or oversee qualifications or learning credentials, such as education and training institutions, professional and regulatory bodies, qualifications agencies, recognition authorities, and employer-based training providers. Your input is needed on:
- The types of qualifications and credentials your organisation issues or awards
- Whether credentials are issued on paper, digitally, or as verifiable digital credentials
- Use of EU tools and standards (e.g. European Digital Credentials for Learning, European Learning Model, Europass)
- How credentials are verified and shared with third parties
- Legal, technical, and organisational barriers to digitalisation and interoperability
- Current and expected costs related to issuing and managing qualifications and credentials
The survey should take less than 15 minutes to complete. Your responses will help the European Commission understand how qualification and credential systems currently operate in practice, what challenges issuers face, and what support or policy measures could help improve portability and interoperability across Europe.
