The State Employment Service (Ukraine), together with the National Qualifications Agency, has taken an important step towards integrating the Ukrainian labour market into the European space by expanding access to European tools in education, career development, and professional mobility.

On 13 February 2026, a regional representation of the National Europass and Euroguidance Centres was opened in the city of Lviv. The representation is based at the Lviv branch of the Lviv Regional Employment Centre.

This is the second regional representation opened within the State Employment Service, showing a systematic approach to developing career support and introducing European practices at national level.

During the event, representatives of the Centres presented the opportunities offered by European tools for education and professional development and discussed future cooperation in the field of career support.

As part of this initiative, an Europass and Euroguidance information and presentation space was created. It brings together materials on key European tools and services supporting:

  • learning
  • career development
  • professional mobility

Why is this important?

For jobseekers (Europass):

this initiative provides access to a modern online tool for creating CVs and portfolios in a format recognised in Ukraine and EU countries. Europass helps people clearly present their skills, qualifications, and professional experience, increasing their competitiveness in both national and international labour markets.

For career guidance practitioners (Euroguidance):

it offers access to best European practices in career guidance. The Euroguidance network supports professional development of career guidance specialists, participation in international exchanges, and the improvement of career counseling methods.

It is also worth noting that in December 2025, the first representation of the Europass and Euroguidance Centres in Ukraine was opened in the city of Kyiv, at the Career Centre of the Kyiv City Employment Centre. The initiative was launched by Inna Bondini, Head of the Employment Promotion Unit, Employment Policy Implementation Department, Dmytro Novytskyi, Director of the Kyiv City Employment Centre, and Yurii Balaniuk, Head of the National Qualifications Agency.

The opening of regional representations of the National Europass and Euroguidance Centres is an important step towards widening access for citizens and professionals to European resources in education and career development. The initiative supports structured experience exchange, the use of modern approaches to career support, and the development of human capital in Ukraine.
