In 2008, the EU’s education ministers adopted a Council Resolution on lifelong guidance. Under the heading Council resolution on better integrating lifelong guidance into lifelong learning strategies, the Council proposed that member states

  • strengthen the role of guidance within the framework of national education policy, in line with the Lisbon Strategy

  • examine policy and principles for guidance at the national level

  • make use of the opportunities available within the Lifelong Learning Programme and the European Structural Funds in this work

The Council also recommended that member states, depending on national circumstances,

  • encourage all citizens to develop career management skills from a lifelong learning perspective

  • ensure that all citizens have access to guidance

  • develop quality assurance in guidance

  • encourage cooperation between national, regional, and local stakeholders in the field of guidance
